A housing debate scheduled for November 16

Yarmouth’s Special Town Meeting is scheduled for Monday, November 16, 2026, at 6 p.m. at Dennis-Yarmouth Intermediate Middle School, 286 Station Avenue in South Yarmouth. The executed warrant includes three short-term rental articles and a proposed accessory dwelling unit update.

The town’s October 28 Select Board briefing says both the Planning Board and Select Board recommended the four articles after their final review. Those recommendations put proposals before Town Meeting; they do not establish that voters have adopted the changes.

The rental articles have different jobs

Article 5 would place revised short-term rental regulations in a new general bylaw, with a proposed effective date of January 1, 2028. The warrant describes changes covering matters such as eligible dwellings, registration, rental-listing information and enforcement.

Article 6 provides the proposed transition, extending the existing zoning provision through December 31, 2027 so it would connect with the new bylaw. Article 7 is a fallback: if the other rental articles fail, it would extend the existing provision through December 31, 2029 while the town continues evaluating rentals. The warrant says Article 7 would be withdrawn if the other rental articles pass.

ADUs are a separate proposal

Article 8 would update Yarmouth’s accessory-apartment zoning provisions for accessory dwelling units, or ADUs. The town describes the revision as bringing its bylaw into line with the state’s protected-use ADU framework. The proposal addresses a different housing category from short-term visitor accommodation.

Residents can read the full text and board recommendations in the warrant linked below. Pay particular attention to the article numbers and conditional dates: the meeting may consider separate motions, and the final outcome will depend on the votes. This November 1 briefing describes the proposals awaiting that meeting, not new rules already in force.
